Biggest consumer complaint? Identity theft

For the second year running, identity theft leads the list of the top 10 consumer complaints lodged with the Illinois attorney general's office.

Illinois Attorney General Lisa Madigan was herself an identity theft victim about 10 years ago when someone used her credit card information to buy concert tickets, she said. "It's aggravating."
